Position Summary:

Located in Brussels, this position develops BIIB strategy and position on public policy and government affairs activities in the EU. Monitors and influences legislation (decisions, directives, regulations, and communications) that has a material impact on business operations. Serves as the liaison between BIIB and EU institutions (Commission and its key directorates, Parliament, US Mission to the EU) and European trade associations, particularly EFPIA, EBE, and EABC. Coordinates with BIIB personnel in the member states to support government affairs advocacy activities at the country level, in coordination with country Managing Directors and their teams. Works with policy staff in BIIB DC office and relevant parts of the BIIB organization to develop strategies to achieve policy goals at the European and the member state levels. Reports directly to the Vice President, Global Government Strategy.

Duties and Responsibilities:

Essential Functions:
i. Develop BIIB priorities and strategy for public policy advocacy among EU institutions. Represents BIIB with European policy makers.

ii. Coordinates and supports country-based government affairs activities with country teams, working closely with regulatory affairs and market access personnel.

iii. Represent BIIB in trade association meetings and activities on public policy issues – EFPIA, EBE, and EABC.

iv. Identify key European issues that are of particular interest to BIIB and communicate to interested parties internally. Serve as the policy expert and source of content on all European government affairs issues.

v. Coordinate with DC policy staff to identify key European policy issues and develop BIIB position for advocacy through trade associations and/or local consultants as needed.
• Coordinate with Director, Regulatory policy on key European regulatory issues (e.g. coding and serialization, biosimilars regulations). Provide information and analysis on these issues to key internal stakeholders (Regulatory, PO&T) in order to evaluate business impact and together develop a company position and advocacy plan.
• Coordinate with Director, Government Reimbursement Policy, on coverage, reimbursement and market access policy issues and analysis (i.e. HTA, austerity measures). Provide information and analysis on these issues to key stakeholders (Country Teams, Market Access) in order to evaluate business impact and together develop a company position and advocacy plan.
vi. Communicate to the organization the major policy issues and advocacy efforts being undertaken by trade associations. Identify BIIB personnel who can engage on an ad hoc basis in government affairs activities in Brussels and country capitals as needed.

vii. Have a strong understanding of key BIIB policy issues in all areas (reimbursement, market access, regulatory, intellectual property, tax, sales and marketing) in order to be able to effectively represent BIIB within trade associations and other key constituents.

Desired Skills & Experience

a. Highly motivated individual with significant government affairs experience at the EU and/or member state level.

b. Strong understanding and/or background in biopharmaceutical industry public policy issues.

c. Bachelor’s degree required. Graduate degree preferred.

d. Well-connected in Brussels, particularly policy networks; strong understanding of legislative process and key decision and influence points.

e. Fluent in English and at least two other European languages (French and German preferred).

f. Willingness to travel within Europe.

g. Bachelors Degree required, advanced degree preferred.
